Meeting Keith - The Silent Warrior of Monitors Foundation

At Monitors Foundation, we combat human trafficking through rescue operations, community training, and advocacy. Keith Bulfin is the silent warrior. Like millions of silent victims, Keith has been working along his banking career combating human trafficking and rescuing victims. Our Point of Difference What sets Monitors Foundation apart is Keith, a former US Justice Dept agent who has worked inside human trafficking cells across multiple continents. He was instrumental in rescuing several girls from a warehouse in Budapest before they were sold into the sex trade in Western Europe. Keith has also operated inside Mexican cartels and Colombian trafficking networks, which funnel victims into the U.S., as well as trafficking syndicates in the Middle East and North Africa. As the Deputy Director of the FBI once stated: "Keith is perhaps the only person we know who has firsthand operational experience inside human trafficking cells, not only in Central America but also in the Middle East, Eastern Europe, North Africa, and Asia. With 23 years working undercover in these groups, his knowledge of their operations and his experience in rescuing victims and helping them recover is remarkable." Beyond his work in human trafficking, Keith has extensive experience working with prisoners to support their rehabilitation and reintegration into society. As highlighted by the Regional Director of the DEA in California, Keith has been instrumental in helping incarcerated individuals recover and find employment. His ability to galvanize governments and corporations to support modeled solutions for prevention, rehabilitation, and employment is unique. His hands-on approach has gained significant backing not only in the U.S. but also in Mexico and Scandinavia, particularly in Sweden and Denmark. His success rate in turning young prisoners around is remarkable—over 63% in Southern California, exceeding 65% in Mexico, and slightly higher in Denmark. Traffickers themselves acknowledge Keith as a major threat to their operations, nicknaming him the "Silent Warrior"because he appears and disappears, leaving their networks in disarray. His expertise is unparalleled, and he is highly regarded by U.S. agencies. To truly understand Monitors Foundation, Keith's story gives you the glimpse of our work and rescue missions and operations, because we have several Keiths who unlike him are not ready to be seen in broad day light.
